T&Q: Reinstate background color as a proctoring tool

I noticed that the background color/image section has now been completely removed from Tests & Quizzes Settings.

At UVA, when we tried to remove the background color/image from quizzes in the past, we received many emails from instructors who use background colors as a proctoring tool for in-class proctoring. We had to reinstate it as a result. See the last comment in SAK-40630.

Per this comment in the original document describing proposed changes, the background color should be included in the new Security and Proctoring section.

Test Plan

  1. In a site with Tests & Quizzes and at least one student, create a quiz with at least two questions.

  2. Go to the Settings and open the Security and Proctoring section.

  3. Ensure the background color option is available.

  4. Select a background color and save and publish the quiz.

  5. As instructor, in both the "Draft" and "Published" versions of the quiz, Preview and make sure you can see the background color on each page of the quiz navigating the preview.

  6. In the published copy, edit the Settings.

  7. Make sure you can access and modify the background color in Security and Proctoring.

  8. Take quiz as student, make sure you can see the background color on all pages.
