T&Q: Stacktrace when trying to set create a quiz and accessing settings in quiz

Description

This is not an issue on 21x currently. When creating a quiz there is a stacktrace and clicking Settings, the instructor gets kicked out of the quiz and there is a stacktrace. If trying to access settings by going to Actions > Settings, if Settings load, there is a lot missing and the instructor gets kicked out again if trying to navigate settings, and there is a console error. The console error makes it seem as if it's a "group" issue, but there are no groups in this site.

More likely to be related with , it looks "javax.annotation.Resource" injection has stopped working on Java11
