Started testing this on 22x: https://qa22-mysql.nightly.sakaiproject.org/, build: 3e861ec7

Emails are not received by the user. This is an issue in multiple tools (but not all). I created an email to only the TA role. The option to send a copy to myself is checked, but neither jdoe or mham received an email.
