It looks like on previous versions the Course would be selected briefly but then be unselected when the page loads. I don't see any console script errors for why a script unselecting this would be disabled, though also don't know why it would need to be unselecting at all.
On the 22, when you go into Worksite Setup->Create New Site. The course site radio button is selected however the continue button is greyed out. You have to click the radio by course site again in order for the dropdown for term to be active.
I tested on 21 and previous and no radio button was selected by default. This seems like it could be a little confusing.
