FileConversionService should only convert Assignments

Description

FileConversionService appears to convert all documents including attachments to Discussions and Announcements

It should only convert attachments with "/Assignments/" in the resource id

Tested locally both as a student and instructor (submit as student). Confirmed announcements attachment did not create a conversion
