samigo: More intelligent default for export

Description

Currently, samigo Export defaults to XML. In many cases, Content Packaging is the better option for users because it will capture content such as attachments and embedded images.

This is a jira to make the default Content Packaging.

The export/import of zip and xml files is working as expected. The markup text export and import is failing on all servers.

Since this Jira was set to verified and merged already, I can verify that the zip/xml are working as expected, and I will create a separate Jira for the markup text export and import.
