According to Marty, this occurs with any file type that can not be displayed in the preview window.

This is not a problem in 21 or trunk (22).
In Sakai 20, image files can not be viewed within the grader. Instructors can click on the file name at the top of the Grader window to download the file.
If a student uploads multiple files, they are listed at the left in Grader. The instructor has to click the file name to switch which file they are viewing.
However, if a student has uploaded more than one image file, clicking on the file name on the left does not switch the file. There is not a way to download/view the second image file from within Grader. The instructor must switch to the classic grader.
