If you edit (even without changes) a survey question and republish and regrade the exam, student answers will be lost.
This should be resolved by SAK-45393, retest with that

It should not lose the student responses. In the following test case that resulted in this data loss, I was only adding feedback to the question as instructor, which should not affect the submissions at all.
Created and published quiz with a survey question (agree, undecided, disagree answer options).
Submitted quiz as two students with different answers.
Edited published quiz as instructor.
Edited question and added feedback (didn't make any other changes).
Saved question.
Regraded and republished.
Student answers were wiped.

If modifying something is considered dishonest, then Sakai should prevent it and not allow modifying. Also, if Sakai lets edit, he should advise that the answers may be lost. An instructor may want to change a comma to improve understanding and I don't think that is very dishonest.

I wonder if discarding a student response to an edited survey question is deliberate. I can see a dishonest individual editing the survey question after students repond in order to get the results they want.
