it didn't happen with our 19.5 instance so something must have changed in 19.6 and now it's happening in 19.6?

This doesn't look like it's happening on the Nightly 19.x QA server https://qa19-mysql.nightly.sakaiproject.org/which has the Samigo Auto Submit Job enabled.

this looks like it was patched in 19.x in 1ff73c940
