T&Q: Parts after the first part have all questions listed as question1 if copied from pool

Description

This is not an issue on 20x.

If an instructor creates a quiz with multiple parts and copies questions from the question pool, parts after the first part all have questions numbered as Question 1.

This only seems to affect the instructor. I published a quiz with 3 parts and for the student the questions are numbered as expected.

For the instructor, both the saved (draft) version and the published version continue to show these as Question 1.

Removed the please merge flag for 21x since this was incorporated and there are no commits

This sounds very similar to a sequencing issue that was previously fixed. Linking those issues.
