Verified on 20x: https://qa20-mysql.nightly.sakaiproject.org, build: 59443cb7 | Similar to 21x, after user is removed from system, both the add & update log remain in audit log.

There is a difference between 22x and 21x, maybe it's a setting?
On 21x, the role when initially adding the user and the update both remain in the logs after the user has been removed from user accounts.
Added another user afterward and the information is displaying.
