User Membership Admin tool table does not sort dates correctly

Description

In the User Membership table, with a list of 20 or more users,
Click on the header "Created On"
Click on the header "Created On" again.
Click on the header "Modified On"
Click on the header "Modified On" again.

Expected Results: The dates in that column are sorted by date.
Actual Results: The dates in the column are sorted alphanumerically by month.

Verified the sort order is correct for both created and modified on:
25x: https://trunk-maria.nightly.sakaiproject.org/, build: 737aa33c

I just modified trunk-maria database directly to set some random dates

Thanks 25x cannot be tested since it’s refreshed every night

23x only has November dates for this week, so it’s not a good test either.
