This problem is because there are no terms on the site and the demo rosters were not loaded. It looks like Sakai was not setup with -Dsakai.demo=true
I added a term as the term manager and you can now go and manually add a course site with a manual roster and users.
I didn't set up this server @Earle Nietzel do you know why the demo option was omitted here?

Both as an admin and as my jdoe user, when clicking to Create New Site, a message was displayed "You are not in a maintainer role in any course sections. Therefore, you cannot create any course sites at this time."
Not sure if this is intentional, but it creates a problem trying to test.
