Created for this.i18n is undefined for document viewer. It is also on 20x, and this fix isn't on 20x yet. also deals with i18n problems, but they weren't affecting 21x at the time.
As for this Jira, the reason I did not set it to verified is because of all the comments. In my opinion, it is working, but I wanted to make sure the behavior was acceptable to those who commented.
If the student adds text and uploads a file, the text is displayed in the previewer and the link needs to be clicked for the file.
If there is no text:
1 attachment: loads in the previewer when the instructor clicks on the student's name
2 attachments: the first attachment is loaded in the previewer and the instructor needs to click the second attachment link to preview it.
If an unsupported file is attached, the message is displayed in the previewer that the file failed to load and the instructor needs to download it.
I added screen shots for the initial displays in each case, if you look at the screen shots starting with "student_"

Assignment Grader preview fails to load, unless you click the file name.
