Bulk closing issues that have not been updated since 2015 and earlier. Please reopen if this is still an issue and you have new information or if this is a feature you'd like to still have consideration for.

[Bulk Comment] This issue had 2.5 as a Target Version, however, the issu has not been updated since 01 December 2007. For now its Target Version is being rest to know, but please update this field when you have a new estimate of when you tentatively plan to address the issue.

This issue still had an estimated Fix Version which indicates it will be addressed for the 2.4.0 release; however, the issue is not flagged as a Blocker, therefore, the issue will not be included in the release and its Fix Version is being reset to "Unknown". If you have an updated esitmate of when this issue will likely be addressed, such as 2.5.0 [Tentative], please update the Fix Version accordingly.

I tried a student with name of ÉíÍóÓúÚñ¡ú¿ÑÜüñ
and the file names were garbled. Foreign chars in the text submitted displayed ok though.
The zip content had this:
comments.txt
comments.txt
comments.txt
comments.txt
grades.csv
instructor,jl_submissionText.html
lastname,ë+¡+ì+¦+ô+¦+Ü+¦-í+¦-æ+£++¦_submissionText.html
student,jl_submissionText.html
Student1,jl_submissionText.html

Updating fix version from nightly2/trunk to 2.4.0.001 in prep for first QA tag (Prelim testing pre-code freeze)
When choosing "Assignment List", clicking on "Grade" and, on the next screen, clicking "Download All", foreign language characters are bad displayed inside the zip. This affects both the student name and the text submitted by the student in the assignment.
