Import from Site -> Gradebook loses item order if categories existed in site

Description

To replicate:

1) Create two sites: site A and site B both with Gradebook

2) Create two categories in site A each worth 50%. Save.

3) Stop using categories in site A. Save.

4) Create two gradebook items A and B

5) Reorder the two items so that B is first

6) Go to site B

7) Site Info -> Import from Site -> Replace -> just Gradebook

Expected result: same order of items as site A

Verified and tested that the gradebook items from one site was imported to another site appropriately. Please find attached the screen shots from the 2 sites.
