I'm afraid I don't know what the links or labels are in your instance, but if you use the search to find those article titles, you should be able to find the links.
Here's a screen shot from the 19.x Maintenance Branch on MySql nightly server where I put a red outline around the title of one of the articles you need to link to.

I understand the fix from the Screensteps will not affect on my instance.
However, I don't quite understand your solution. Do you mean I need to add extra wording like - *What are some guidelines for making content accessible?*
Would you mind providing the full correction for me?
For the label, I am sorry for the wrong label and now i do know it

please don't put the label a11y2 on any jiras. This label is intended for issues created by Level Access testing only. Thanks!

I've added as a watcher to this jira.
Even if these links are fixed in ScreenSteps, it won't take effect in your instance, so I'm afraid you'll just have to update them manually.

the titles of the articles are in the link text itself, e.g.:
href="../../50750/l/517396-what-are-some-guidelines-for-making-content-accessible - What are some guidelines for making content accessible?
href="content.hlp?docId=howcanimakeimagesmoreaccessible" - How can I make images more accessible?
I'm not sure about the other two, but I suspect they are supposed to point to an article titled What are permissions and roles?
The link on the help does not work.
The source code location is line 28 <p>For more technical information about making content accessible, see <a rel="nofollow" href="../../50750/l/517396-what-are-some-guidelines-for-making-content-accessible" target="">What are some guidelines for making content accessible? </a></p>
