public view options should be consistant between tools

Description

We have different labels for the public check box/radio button in the different tools - seems like it should be consistent for the same option. There are radio buttons 'Public View/Display to Site' in Syllabus, radio buttons 'Display to public/Display' to site in Announcements, and a single checkbox 'Display to non-members (publicly viewable)' in Resources.

In 2.6.0; removed 2.6.x as fix version in order to assure a clean 2.6.1 filter.

Both the announcement and syllabus fixes were included in the 2.5.5 branch on its creation.

2.5.4 testing has to fail because the Syllabus part is not included in 2.5.4

sakai-2.5.4-rc01's Syllabus code revisoin (48122 before the creation of the sakai_2-5-4 branch) is older than the Syllabus fix for this (54885 in sakai_2-5-x)
