Admin Tools: UI improvements for the users tool

Description

The user's tool UI hasn't received updates in many versions, looks like this in Sakai 20:

 

This contribution provides some UI improvements to make the UI more modern, using basically bootstrap and some CSS rules.

Users creating an account or the admin creating single user accounts working.

, the password strength policy needs to be activated by properties, is not enabled in the nightly servers.

When an individual user creates an account, the banners are correct for invalid email, matching/not matching passwords.

I'm not seeing anything for "strong/weak" passwords.

I had previously created https://sakaiproject.atlassian.net/browse/SAK-42432#icft=SAK-42432 for when an admin creates an account for a single user and with matching passwords, instead of a green banner, a red banner is displayed.
