Create user: the ' gets replaced by '

Description

This is not a problem on 19.

When adding a user like O'Dell, the ' gets replaced with '

I tested RAMÓN,NÚÑEZ PÉREZ, but that name displayed correctly.

The original work from that caused this has been reverted, making this no longer reproducible.

Yes, this is probably due to the security fix applied in
