Admin: Import users from file error banner displaying

Description

When an admin imports a file for adding users, on the screen to select a file upload, an "error banner" displays (no text, though).

This issue relies on https://sakaiproject.atlassian.net/browse/SAK-42121#icft=SAK-42121 which is not porjected to be merged to 19.x

Verified on https://trunk-mysql.nightly.sakaiproject.org, build: 67b94065

Also tested an invalid file to make sure that error message still displays.

discovered there are JS hooks that need to be updated too, so that the banner can be displayed and populated with the appropriate message when needed. See PR comments for more details.

 So styling the error banner with an inline

style="display:none"

similar to https://sakaiproject.atlassian.net/browse/SAK-41516#icft=SAK-41516 wouldn't work?
