Implementation of standardized banners in Announcement and Admin Tools

Implementation work for SAK-41866

Test Plan

Ensure all information, warning, error, and success messages in Announcement and Admin Tools use the new banner design introduced in SAK-41866 (see screenshots in that Jira issue for reference).

Ensure the banners works properly at a variety of browser window screen sizes and on different browsers.

All of the cases in the screenshot look okay as errors to me.

As we progress with the SWITCH project, I hope that we'll better define when to use each of the banner types, particularly the nuances of when to use "error" and when to use "warning". Until then, I think the four cases in the image are okay as errors (e.g. there is something wrong on the page that needs to be fixed).

Tested Announcements in a course site and Admin -> MOTD

There seem to only be error Alert banners for both of these. Attaching screenshot for reference.
