For me this is still an issue. I've have followed the test plan in https://trunk-oracle.nightly.sakaiproject.org  and the behavior is still wrong. 

If publish the imported assessment in the new site, images in option of multiple choice disappear, as test plan claims. And if images in original site are moved to trash, in the new site images also disappear from draft assessment in this site. 

For me this is a wrong behavior although can be corrected if images are copied to resources in new site, but this is not the expected behavior of an import procedure (the need for the user to copy the images in order to be shown in new site)
