Add new addOrUpdateSectionMembership method signature that doesn't require reloading Section

Description

CM Hibernate calls are extensive. These are often triggered by CSV loads or SAKORA-CSV loads.

For example, addOrUpdateSectionMembership always reloads the entire Hibernate Section. What if the caller (e.g,. SAKORA) already has the Section loaded?
