Add logic to the main LRS/event handler (i.e. BaseLearningResourceStoreService ) to allow for filtering of events so they are not sent to the LRS. This should be configurable as an "opt out" list of events.
This will allow administrators to filter off the "noise" of events they don't care about (for example login and logout events).
