It should be possible to update these files without rebuilding the kernel, viz.:
kernel-impl/src/main/config/content_type_extensions.propertieskernel-impl/src/main/config/content_type_images.propertieskernel-impl/src/main/config/content_type_names.properties
(maybe in the config project or at runtime, e.g. same location as sakai.properties)
