List getNotifications(String function)
org.sakaiproject.event.api.NotificationService.cache

Looks like it is used so we won't be as lucky as the other cases unfortunately.

Tested on localhost. Saw email in log for individual notification yesterday (April 16, 2014). This morning I see in the logs : "This automatic notification message digest was sent to users of Sakai (http://localhost:8080)"

Based on that I am verifying the fix.

QA can test this by simply verifying notifications work for both the individual case AND the digest case (batching overnight). If it works for both cases then we are good to go.
