balance deletes and inserts in KNL-800 implementation

https://sakaiproject.atlassian.net/browse/KNL-800#icft=KNL-800 introduced some bugs that cause extra insert statements to be executed. This can have a severe performance impact, so the feature was disabled. The patch attached should address this problem.

When testing, watch out for the cache.
