HTML page filter doesn't pickup skin from site containing the content.

KNL-629 introduced top/tailing of HTML fragments served from resources but it doesn't correctly add the skin from the current site.

When filtering HTML fragements use skin from the current site if it's available.

This was broken as we didn't create the site reference correctly. (Revision 106409)

Result = SUCCESS

Fixed in r106409 by correctly building the site entity reference.
