Needs discussion and/or more information. Doesn't the cache have a TTL of 5 minutes? Is this an edge case?

In my experience (on 10.2), an external account user can change their email address, but this action does NOT change the login username/ID.

Cache invalidation is not performed when user changes their user id via accounts tool / validation email.
It is possible for a user to have different user ids on different nodes.
Resetting the caches cures the problem.
