Profile: Ensure calendar components are keyboard accessible

[New] - 3/13/2018[Issue]With the keyboard only, it is impossible to enter the calendar control to choose a date.[User Impact]Keyboard-only users cannot use the calendar (but are able to enter a date manually in the field itself).[Expected behavior]Developers should provide the following functionalities with the keyboard only:* Select a date on the calendar* Navigate by day, month, and year when applicable* Open the calendar* Close the calendar

Per Mark’s request, tested this issue on 23.X (Maria DB branch) using JAWS+Chrome and can verify that this is still an issue. While keyboard/screen reader users are able to enter their birthdate into the provided text field, nothing is happening when you press enter on the “Unlabeled 2 button” even though the Calendar widget/date picker was recently made keyboard/screen reader accessible for other Sakai tools?? Moreover, the date picker button that appears after the birth date edit field has no accessible label provided for this button. Screen reader is reading it as "Unlabelled2, button".
