Because the necessary strings already exist, I'm doing this in 2.9.x as well as trunk.

The grading pane structure is deisgned specifically for comments, because we need to aggregate comments from different student pages to grade. For student content it's much easer. You can go through it just as you'd go through assignments. (I agree that next needs to save the grade.) I think this should be fixed by clarifying the button, "grading pane for comments".

After adding a comment to a student content page, I realized that the Grading Pane is the only way to grade comments on student content.
If the instructor adds the student content tool with comments and creates a gradebook item for these items, the 'Show Grading Pane' link displays on the student content. After creating another section for student content that does not have comments added to it, I realized the grading pane was only there for the comments, not for the student content.
This is very confusing if students have added content, but made no comments on any content and the instructor clicks on 'Show Grading Pane', expecting to be able to grade student content and the message displays "There is nothing to grade here."
