problems if sakaiid=0 for subpage

Description

I can't tell how it happens, but now and then the sakaiid for a subpage is 0. This can cause problems for both the page index and copying the site. I'd love to fix the cause, but we need to deal with the bad database entries without blowing up.

I checked the Rutgers production database, and there was one occurrence. It involved a deleted page, as did the report from SAK-22233.
