Location of "Manage or Install" tools is incorrectly placed on screen

Description

Go to Lessons then "Add External Tool".

If no tools are available (as on the nightly qa server (), then it says that you can use "Manage Tools and Items" below, but actually the name () is Manage or Install Tools and it is located above and to the right, awkward placement. (scroll to the right in the image enclosed to see what this looks like).

Now, it works fine.

Firstly appears the message and below the "Manage or install tools"

I moved the error message to the top, and the manage tools link right below it.

This consistent with Assignments, Samigo and the other pickers.
