CP Import is trying to process binary files and failing

Description

After adding the jsoup in the CP import, it looks like that processes files that aren't necessarily text files. I don't know if the original code just tried to process this and failed (becaues it didn't find the special fixup tag) or what it did for this. These can probably be ignored completely if the mime type isn't "text/*".

Does this really depend on LSNBLDR-804? This is marked as fixed for 11, but is marked as only affecting 12 and hasn't been merged to 11.x

According to the Sakai Core grapevine, this fix is in production in several schools using Sakai 11. Setting 11 status to Verified.

Verified as fixed on Nightly Experimental on MySQL. Verified that binary files (tested with PDFs) were imported and is working as expected.
