This is going to be hard to QA. You need to set up an instance to start lessons before jforum. As far as I know, Tomcat decides this, and I don't know how to set up the situation. The problem is based on a report from Rosa Silveira <rmsilvei@pas.ucm.es> and previous experience with Assignment 2, where the same problem existed. I've given the patch to Rosa, so that may verify it.

this is 116845 and 116846, which I cheked in with the wrong Jira number.
The test for whether jforum is present checks for the tool. But if jforum starts after lessons that will fail. Check for the service instead.
