Hibernate 4 'Save and publish the assessment' button is disabled

Description

1. Create an assessment with questions.
2. Try to change the assessment settings. You are not able to save and publish it because the 'Save and publish the assessment' button is disabled. (Please see this image)

Thanks for re-verifying it. Sorry I've forgotten to hit the button in github "Submit for review" so a lot of my comments to improve code quality didn't go through. Your solution solution worked fine I just wanted it to be updated to a little cleaner pattern.

I re-opened because I merged a slightly cleaned up version of the fix and would like to recheck it after the next build that it's stlil ok.
