Saving Multiple Choice question removes paragraph breaks in question text

Description

In Multiple Choice questions, clicking Save removes paragraph breaks from question text. So "Line 1
Line 2
Line 3"
becomes "Line 1 Line 2 Line 3"

To Reproduce:

  1. Create a Multiple Choice question

  2. Enter question text with paragraph breaks

  3. Fill in required fields

  4. Click Save

  5. Note paragraph breaks were replaced with spaces

If gets implemented then this issue will be incorporated as fix (in a way. Really not fixing the plain text box, but if the Rich Text Editor is used everywhere and does not have this issue then it is a non-issue.)

This is only an issue if the non-rich text editor is used. When the rich text editor is used the paragraph breaks remain.  

Need a discussion around whether or not the non-rich text editor needs to be enabled here by default like in most other locations within Sakai.

This would be incorporated by SAM-3269.

Changing Negative Point and Partial Credit settings before saving also removes paragraph breaks
