Section last opened in settings retained when instructor creates new quiz

Description

If the instructor creates a quiz and adds an Exception, Grading and Feedback, etc. info, the next quiz the instructor creates opens to the last opened section. So if the instructor added an Exception, the next quiz being created, when settings is clicked, will open to the Exceptions section instead of the Availability and Submissions section.

Merged to 12.x, has some conflicts merging to 11.x so marked as Won't Fix for 11.

Nightly trunk rebuilds twice a day at around noon and midnight eastern time, you can look at the development tab on the left to kind of see how new the patch is (right now it says 3 hours). So it should be in the noon build today whenever that runs.

You can also go to Jenkins and see the last builds.

If you click on the build number on the left, it will tell you the exact changes in that release.

You'll probably have to wait until the next rebuild a little later this afternoon, this was just recently merged and hasn't been included yet in nightly.

Tested the issue on https://trunk-mysql.nightly.sakaiproject.org/portal/ and it has not been fixed. It's not working the way it should.
