Excepted student kicked out of quiz when site due date arrives - auto-submit quiz

Description

I believe this problem arose after the fix for SAM-3282. This is an auto-submit quiz.

The site due time was 9:10, no late allowed. The excepted due time was 9:15, no late allowed.

Excepted student entered site before 9:10 and tried to submit after 9:10, but before 9:15.

The due time displayed on the Test & Quizzes page is correct, the due time on the begin page is correct, the due time on the pop-up notification is correct.

When student tries to submit after 9:10, message displays "Late Submission not allowed" and "Due Date: Nov 11, 2017 9:10:00 AM".

The excepted student should have been allowed in the quiz until 9:15, allowed to submit until 9:15, without the quiz being considered late.

Excepted student is no longer kicked out of test when site due date/time arrives. The Late Submission page still has the incorrect due date/time, though. Created a separate JIRA for that: https://sakaiproject.atlassian.net/browse/SAM-3299#icft=SAM-3299
