JavaScript file for tagging not found

Description

Adding a new question cause the next JavaScript error on console:

The path: samigo-app/js/i18n/ doesn't exist on server.

The branch has conflicts could you fix them ?

Probably due to this PR: https://github.com/sakaiproject/sakai/pull/5180

I've created the pull request. It should be a good thing to merge it in Sakai 12 too, because it is a minor change, no risk and makes the selector in tags to be correctly i18n.
