Excepted student sees due date message when they shouldn't

Class has time limit, no due date, but excepted student has no due date or time limit, yet sees due date message in test.

If the instructor creates a quiz with the following settings, the excepted student receives the message "You have until to submit this assessment.
Press 'Esc' or click 'X' to return to your assessment.":

Availability and Submissions:
Assessment released to = Entire Site
Due date = none
Late submissions accepted? = No
Time Limit = 10 minutes    

Exceptions to Time Limit and Delivery Date:
Exception for User: select  a user
Time Limit: None
