Table of contents and Show Feedback buttons no longer display

Description

The table of contents link is displaying during the instructor preview. It looks like this link might have been considered to be disabled in the delivery in SAM-2586. It should be consistent, but the problem is that this bar still has the Show Feedback.

On further review, it looks like this is more of a recent break from https://sakaiproject.atlassian.net/browse/SAK-32282#icft=SAK-32282 where navIntraTool font-size was changed to 0, which is effectively hiding this bar.

"Looking at Samigo, the markup for the missing navIntraTool bar needs to be re-written from being a paragraph to being a list. Then, if it's formatted the same, it should pick up the styles for the new look of the navIntraTool tabs.
Alternatively, I would encourage that we re-write this feedback/table-of-contents bar to be specific to Samigo, so that it doesn't look like the navIntraTool bar. Therefore, I think I new ticket should be created to have this fixed."
