Settings 'roll-up' before user can finish selections

Changing certain settings causes that section to be 'rolled-up' before the user can finish selecting for that section.

Settings affected:
Timed, Release To (Groups), Assessment Organization, Feedback

To reproduce:
Create an assessment
Click Settings
Click on Timed and check the checkbox
Section 'rolls up' before user can select the time

Select Release to
Select Groups
Section 'rolls up' before user can select which group

Select Assessment Organization
Select Linear
Section rolls up
Select Assessment Organization again
Select Random Access
Section rolls up before user can select a different option than 1 question per page

Select Feedback
Select when feedback will be released
Section rools up before user can select any other options
