I meant to say that the OOTB ta role is created WITHOUT the asn.submit permission.

With r34752, the OOTB ta role is created with asn.submit permission, hence ta users won't be included in the Assignment List by Student view, downloaded spreadsheet, download all zip file, or other grading view.

We need to provide a way for instructors to submit as student yet keep them out of the grade lists and download zip files. Currently, the 'submit' permission doesn't fully control the submit ability - those with new can also submit so maybe it is a matter of making the submit permission the only control on submit ability.

The results of the poll on "DG: Assessment Tools" were 5 to 1 in favour of changing the out-of-the-box defaults so that TAs are not able to submit assignments, therefore also removing them from this list, potential problems with their grade being averaged in with students in gradebook, etc.
When I view "Assignment List by Student" I see all student users but I also see all TA users. It seems odd that TAs would also submit assignments. Either TAs are not suppossed to be in this listing or the view name should be changed to something like "Assignment List by User".
