the save button should be displayed above the fold. Every red arrow shows a change that would be required to be made. Tried to keep it to a minimum.

Attaching patch for re-org into 4 categories.
I am not implementing any new logic here, meaning I have not done any settings consolidation, settings rewrite (like moving from radio to select buttons).
I am happy to work on small select pieces to improve in separate tickets.

Oh, and indefinitely is mispelled in the .pdf's . It is representing greyed out user hints, so we'll want to get the spelling right for our English profs.

Feedback on "Close Submission Window Now" button.
On pdf attachment #4, page 9, 2nd screen capture, the comment text in the left margin reads "After an assessment is
published, the "Close Submission Window Now" button appears. This is the same as the "Retract Now" button, but since the word retract is also used to describe what happens when a test has been edited, the name has been changed to make it clear that this is different."
In what circumstance would I use this button?
Why would the name difference between "Close Submission Window Now" and "Retract Now" be meaningful to me?
I believe the intent is to indicate submissions are no longer being received for a test which has never received a submission vs submissions are no longer being received for a test which already has some submissions. (And how would the instructor know which it is?)
Why not use the same language in both instances and also provide a count of current submissions? Submissions to Date: 0 or Submissions to Date: 14 etc.
A while back, the SAMigo community group discussed consolidating settings into four major categories. While the major impetus was sam-1752, or the ability to give alternate dates to selected groups, it's agreed that consolidating the 14 categories into 4 would make it easier for users to know what they had to edit and ignore other areas.
While the work on SAM-1752 is significant, the work on consolidating the other three categories is less so, so I'm breaking this work into subtasks.
