When assessment is released to a group and record highest is set the student see's their submissions in order of submission, not highest score.

Okay I've replaced the patch with a smaller one with only the essencial changes.

New version with less changes.
When an assessment is released to a group and that assessment allows multiple submissions and is set to record highest score. The instructor sees the highest score, but when the student sees their list of submissions and the highest score instead it show the list of submissions in order of submit date and the highest score is actually showing the latest submission.
It works as expected when the assessment is released to the entire site.
