Can't edit EMI score

Description

If you edit a published assesment you can't edit the value of an EMI Question item: the revised score does not appear to be saved.

Yeah, weird, I reran the merge of revision 307641 and it picked up the changes for that missing file, in revision 315580 10.x

I reset the 10 status to merge so that it will be in the queue so someone will take a look.

This change (SAM-2018-emi.diff) got left out of the merge to 10.x. Could someone merge it please?

We've had it in production at UCT on our 10.x system for a while. It disables adding/removing items in published EMIs with submitted responses. Doing so is unsafe because it can lead to losing student answers.
