Option to set all remaining students who have not yet submitted an assessment to zero (or some other grade)

Description

Building on the improvement of SAM-772, it would be nice if the behavior of Tests & Quizzes matched Assignments and Assignments 2. In those tools, there's a field on the submissions list page where the instructor cam enter a value and apply it to all students without a grade. A similar widget could be implemented on the "total scores" page.
