Responsive Hot Spot questions

Description

Since might be merged, we would need to change the behaviour of the Hot Spot questions.

It would be nice if instead of an <img> we use a <map> and make the image map responsive with some plugin like this one

Hi! The test plan is in the comments above, basically it is just create a hot spot question with a very big image that doesn't fit in the screen and check that it is not resized when you author it, when you are a student answering it and when you are a grader grading it. It needs to stay always in the same original size in these 3 scenarios. It should not be responsive.

But at the same time, it is needed to check if in the print version it is resized (it should) because if we print the test we want it to fit to the page.

For the most part, this is working correctly. Only problem I found so far is

PR has been sent. It won't be any visible changed in Hot Spot questions at this moment and they will continue working as expected. Once your patches are merged, then we will view that Hot Spot questions images are not resized responsively ... as expected.

Np, I'll generate the PR.
